PAC

A PAC (Proveedor Autorizado de Certificación, authorized certification provider) is a provider authorized by the SAT, Mexico's tax administration, to certify CFDI: when it assigns the SAT's digital seal to an invoice, that is, when it stamps it, the SAT itself validates the invoice through the PAC.

The SAT publishes the list of authorized certification providers, which also gathers those whose authorization was revoked or not renewed, those that withdrew from it and those in liquidation; the same page carries the procedure to apply for authorization, and it was accessed on October 17, 2026.

The SAT’s CFDI 4.0 filling guide spells out what stamping is worth. The only validation of electronic invoices with legal basis and tax standing is the one PACs perform when they certify, besides the SAT’s own in its applications; a stamped invoice needs no other validator, and validation services offered by third parties are not recognized by the SAT. All the taxpayer has to check, with the SAT’s tools, is that the document carries the SAT’s seal.

Odoo 20 connects to the PAC with its username and password in the Accounting settings, and its documentation names three it works with: Solución Factible, Quadrum and SW Sapien, as the Mexican localization guide details.
