Mexico localization and compliance

Invoicing, collecting, shipping and running payroll with the electronic documents Mexico's tax authority requires, on Odoo's official localization.

The first question about an ERP built outside Mexico is whether it complies here. Odoo 20 natively covers the most common electronic obligations before the SAT, Mexico’s tax administration, with Odoo’s own modules: it is the product’s official localization, updated along with it, and not a custom development someone else has to maintain. This service leaves it configured, tested and connected to the company’s real operation.

What it covers

  • The CFDI 4.0, Mexico’s electronic invoice, sealed with the company’s digital seal certificate (CSD) and stamped through a PAC, a certification provider authorized by the SAT.
  • The payment complement for PPD invoices, those paid later or in installments.
  • The Carta Porte 3.1, the electronic bill of lading for road transport, issued from the delivery or the receipt.
  • The DIOT vendor return and the electronic accounting XML files.
  • The addendas some customers require and the pedimento, the customs entry number of imported goods.
  • Mexican payroll: IMSS social security, ISR income tax, INFONAVIT and FONACOT credits, the aguinaldo year-end bonus, vacation and the payslip issued as a CFDI.

Who it is for

Companies that invoice, collect, ship goods or run payroll in Mexico: those implementing Odoo for the first time, those already using it that need to switch on a new obligation —Carta Porte, pedimentos, payroll— and foreign companies operating in Mexico that need their system to comply with the SAT from the first document.

How we work

Each obligation lives where the operation that triggers it starts —the invoice in Accounting, the Carta Porte in the delivery, the pedimento in the receipt—, so the localization is configured process by process. Before the first real document, the company’s RFC tax ID, a valid CSD and the PAC account are gathered, and everything is tested in the test environment Odoo provides. Optional modules, such as Carta Porte, pedimentos or foreign trade, are installed only when the operation needs them, and together with the company’s accountant.

What you get

Odoo issuing the electronic documents the operation needs, with the tax setup tested before go-live: the company’s data exactly as registered with the SAT, contacts with their RFC and tax regime, products with their code and each tax with its factor type and its tax object.

The rules change during the year —SAT catalogs, filling guides and error matrices—, and to keep up with them Radar Fiscal, by Nivolty, monitors the SAT; Odoo keeps doing the stamping. Labor, foreign trade and data protection obligations are brought together by Radar Comply, also by Nivolty, with alerts before they fall due.

Where it matters most

In distribution companies, the Carta Porte for each truck and the pedimento that travels with imported goods. In agribusiness, the export invoice, the shipment with Carta Porte and seasonal payroll. In retail and e-commerce, the invoice the customer asks for after the purchase and the return that turns into a tax procedure, and in professional services, the monthly retainer invoice and the team’s payroll.

The guides that explain it

The guide on the Odoo 20 Mexico localization goes obligation by obligation through what Odoo covers and where it is configured. The Mexican payroll guide explains what it computes, how the payslip is stamped and what is reviewed every year.

Industries where it applies most

  • AgribusinessIn agribusiness, the real cost of each hectare and the traceability a foreign buyer asks for are pieced together by hand, after the season is over.
  • Professional servicesIn professional services, time is the inventory, and every hour that goes unrecorded is an hour that goes unbilled.
  • RetailIn retail, every store sells, collects and invoices at its own point of sale, and the full chain only comes into view once the month has closed.

Frequently asked questions

Does Odoo stamp CFDI 4.0 invoices?

Yes. Odoo 20 generates the invoice XML according to Annex 20, version 4.0, of the SAT, seals it with the company’s digital seal certificate (CSD) and sends it to an authorized provider (PAC) for certification. When the document comes back stamped, the invoice shows its fiscal folio and keeps the XML.

Which PACs does Odoo work with?

The Odoo 20 documentation names three: Solución Factible, Quadrum and SW Sapien. To test without credentials, Odoo includes a test environment with Solución Factible that requires no username or password.

Does Odoo generate the Carta Porte 3.1?

Yes, for road transport: it issues the transfer CFDI from the delivery or the receipt, with the vehicles in Fleet, the warehouse and the product weight. The documentation leaves income-type Carta Porte and air, rail and maritime transport outside the localization.

Does Odoo include Mexican payroll?

Yes. Odoo 20 has a native Mexican payroll localization: it computes employee and employer payroll taxes, handles social security (IMSS) contributions, INFONAVIT and FONACOT credits, the aguinaldo year-end bonus and vacation with its premium, and issues each payslip as a CFDI to be stamped. It runs on Odoo Enterprise’s Payroll app.

Does Odoo prepare the DIOT?

Yes. It builds the DIOT vendor report from the payments recorded on vendor bills and exports it as a 54-column TXT file that, according to its documentation, is uploaded to the SAT’s form. Each vendor needs its RFC tax ID, country and operation type.

What is needed before stamping?

Being registered with the SAT under a valid RFC, holding a valid CSD —the .cer file, the .key file and its password— and an account with a PAC. With that, the localization is configured and the first tests are run in the test environment.
